Let's say Mayweather is doing all of this because he knows Pac won't agree and he doesn't want the fight, he's still made all the concessions in the negotiations. He's agreed to 50/50, he's agreed to 8 oz gloves, he's agreed to $10 million penalty per pound above 147. At least on the surface, he's the guy that's trying to make the fight happen.

This is the biggest fight of the last 40 years. If it doesn't happen because Pacquiao refuses to take the drug tests, then he will take the blame. And his entire career will be put into question.

Well said. I tend to agree. The casual fans will only look at the surface, they will not research or anything of that sort.
In the end I do believe that Pac will see this point and just fold to the demand.
