the question does not say who has the better resume or who fought better quality of oppposition through out their entire career..I would agree that pacquiao has taken more risks and fought like a little man with balls..But he does not have more prime names on his resume than mayweather.

Pacquiao beat probably just past there primes barrera, morales and de la hoya. He beat a primed Marquez and maybe just out of there prime Hatton and Cotto.
