He retired because he felt he had done enough in his career to be considered an ATG. Once he saw that his legacy was being eclipsed by Pac, he decided to come back. He had no intentions of fighting the top WWs during his comeback. He figured that by easily beating the guy that gave Pac so much trouble, that would put him back on top again.
Why didnt Floyd fight Cotto?

floyd retired so that cotto, mosley, and margo could beat each other senseless, then floyd could come back and pick up the pieces. that's floyd's strategy: let other people fight the tough fights for you... that's the opposite of a true champion "takes on all comers"Comment

Well he was contemplating his retirement during the build up to Mayweather vs. Oscar. Decided to give it another go because Hatton wouldn't stop talking smack. Hatton actually strongly pursued a match against Mayweather, I give Hatton alot of credit for that. Hatton didn't hit Mayweather with the usual, "Talk to my promoter" crap. The commentators said that Mayweather was either gonna be out of the sport for 2 years or officially. This was during the Mayweather vs. Hatton fight and look, he was out for 2 years.Comment

Pac was still a lightweight and wasn't on the radar nor was he even a consideration at the time when Cotto was on top of the WW rankings right after Floyd's fight with Judah and right before he retired.
