Speed can be maintained (or possibly increased) while gaining weight by doing exercises that specifically focus on explosiveness. Plyometrics, ballistic training -- the things Pacquiao is doing with Ariza right now, are designed to do exactly what we are talking about. It's very taxing on the body, but the end result is worth it, apparently. I'm no expert, I'm going on what I've read up on, but it all makes perfect sense to me.
To be honest, I cannot believe someone could ask such a dumb question.
You compared a poverty stricken kid to a man who has turned himself into a 6-weight world champion and current pound for pound best in the world.

I'ma make this very extreme for the thicko's, just to get my point across.
Take this kid, whatever he weighs (very little), and over the course of 15 years feed him good food, give him a mansion, and give him a team consisting of a Hall of Fame boxing trainer, some strength and conditioning coaches, nutrition specialists, etc.
Tell me who you think would be faster; the kid who weighs barely anything and eats one meal a day, or the elite fighter they turned the kid into 15 years later.
Do you honestly think that, because this kid is lighter, he should be faster than the elite fighter?
Pacquiao's case isn't anywhere near as extreme as this. I merely posted it to get a point across. I hope you get it now.
