Marquez is a master boxer.

Definitely Marquez. His entire career is built around his technical ability making up for lack of dominant physical attributes. That's why he can't climb divisions like Pacquiao has.

Pac isn't as bad a technical fighter as he is portrayed to be, but he isn't as good as Marquez.

Marquez is the better technical boxer. He is much more effective at fighting on the back foot.

Pacquiao is the better naturally gifted fighter with a deadly combination of blazing handspeed and good power regardless of weight. Pacquiao is better at pressuring his opponent.
