- Compromise on Timing: Pacquiao's team eventually dropped the demand for a specific cutoff (like 24 days) before the fight, agreeing to USADA's continuous, random testing right up to the event.
- Public Scrutiny: Allegations of PED use (which Pacquiao denied) had cast a shadow, and agreeing to the stringent testing was a way for Pacquiao to definitively clear his name and show he had "nothing to hide"....(he should have had NOTHING TO HIDE way back when !!!!)

USADA defended its decision, stating that the substances in the IV (saline and vitamins) were not banned and the IV was used for rehydration.
- Conflict of authority: The NSAC, which has the sole authority to grant TUEs for fights in Nevada, stated that USADA did not have the power to authorize an exemption in their state and was not informed of the IV use until long after the fight. This created a disagreement over whose rules ultimately applied and who was responsible for enforcement.
- No banned substances: While the method of using an IV (over 50mL within a six-hour period) is banned under World Anti-Doping Agency (WADA) guidelines because it can dilute or mask other substances, the actual contents of the IV (saline and vitamins) were not on the WADA prohibited list.
