To the point, what context are you referring to? He held 21 times in a 12 round fight. What context could that be seen as anything but the opposite of excessive?

The most he held in one single round was 5, the vast majority being 1 or 2, some 0. These are just facts.

In comparison to actual excessive holding, like Klitschko Povetkin for example where he held more than 21 times in round 1 alone. That is excessive. Ali-Frazier 2, Ali’s holding was excessive. And about probably I don’t know, maybe 300+ other examples if I had to guess.

21 in 12 is not that.

My opinion is if your holding its because you're hurt and don't want opponent to punch you, and you need to hold to see next round. You hold, you lose round

That's one thing to get hit and hurt, dazed and you hold to get your bearings and get out the round, but Mayweather actually trained to hold to suppress the exchanges as part of his strategy, and what's worse, never even got a warning. What part of the game was that.

Mayweather used to hold because he didn't want to exchange punches. He usually used movement to avoid exchanging and if that wasn't possible he would hold.

Believe me if that was any other fighter using that strategy they would be dropping rounds

21 in 12 is really not that bad at all. You’re on point. Klitschko was MUCH more dependent on that. And he was so much bigger and stronger you couldn’t do anything if you were smaller (most fighters usually were).

I think maybe the one fight where Mayweather kept tying up egregiously (and believe me, I’m a Floyd fan), was maybe the Hatton fight where Hatton cranked up his offense and pressure to 300% and defense be damned. Floyd was holding and moving throughout the entire fight. And when he stood his ground, it was one shot and quickly tie up. The Pacquiao fight holding has NOTHING on the Hatton fight.
