Good question. Does the Interim Champ have the same obligations as the full Champ?
i.e. does he have to fight a Top 15 contender? Does it have to be a 12-rounder?
I do remember Interim Champs in the past doing 10-rounders with opponents outside the Top 15. But different sanctioning bodies may have different rules. So what are the rules for WBC.

I don't think it will be any of these. They want a nice soft-touch, homecoming, tickover fight for Kabayel. No way Frank Warren will do otherwise. He got burned badly when he put Interim Champ Joe Joyce against Zhang. No chance he makes the same mistake for Kabayel.

He's not really a German and it's hard to imagine he could ever sell anything in Germany, which means the boxing establishment headquartered in the west will not allow him to ever be the face of the sport. I thought kabayel was Turkish, going by the name rather than being judgemental of if he looks German or not. But if he wants to be German ill accept him as German of course.

He was born in Germany and he lives in Germany. He's German. His parents are of Kurdish descent from Turkey.
