No, Tank is a bum, always was a bum. Haymon and Floyd knew he was nothing and protected him as long as they could. He would lose by brutal KO if he fought any big name. He's lucky to get this farewell payday to dive for Jake Paul in a WWF skit. Very lucky,

No, he is amazingly talented, just doesn't seem interested in taking on any real challenges nor is he tempted at all to even try and be a great fighter.

He's either come to the realisation that he can't out-perform the top guys at 135-140 or mentally he ain't hungry for it anymore. I suspect it's the former

Tank has marginal talent and no confidence. He is also very stoopit. Dumber than a stump. Haymon and Floyd realized he was nothing and knew they could not put him at risk against anyone good. Tankm being the dummy that he is, allowed them to control his fake career. The record of hired opponents and ducking all the big names speaks for itself. He only looked good punching hired divers and patsies. Everybody looks good punching a heavy bag. Tank was nothing. You got rope a doped.

Tank is a dude that doesn't appear to want the super stardom. He wants the money and be out before taking serious damage. Maybe even doesn't enjoy the training aspects anymore. Who knows, but he clearly is a dude who isn't seeking true challenges. He'll be labeled a "what if" for the rest of his career due to his lack of challenging opponents.
