A quitter because Omar Torrijos's brother bet against him in the second fight?

    That is what truly happened.

That doesn't make it any better even IF that was true. Quitter.

Cuevas and Palomino as you mentioned, two top WW’s.

He beat Davey Moore in his at Jr Middlweight, after starting his career as a Bantamweight, as a big underdog to win that belt.

And then of course he beat an undefeated Sugar Ray Leonard.

So to ask “who did he beat” is just a very wild thing to ask.
i am pretty sure esteban is not in the IBHOF. actually, looking at the list of inductees on the IBHOF website, it seems kind of small. if you've ever been to canastota and have read every single plaque on the wall, you'd think there were way more inductees. you could spend hours and hours in that little museum!

dejesus is in some halls of fame, but not that one, to my knowledge. he should be in there. i would guess he's not due to the controversies outside the ring.

davey moore has some good wins over ayub kalule and wilfred benitez, and good shout out on ken buchanan. i'm certainly not saying duran is a bum and never beat anyone, i just think pacquiao has accomplished more and there might be some bias since i watched his career in real-time.

i do think head to head at 135 or 147 it's a hell of a match-up that could go either way

            El Chino disagree.

Jesse Vargas was the WBO welterweight champ

Jeff Horn was the WBO Inter-Continental welterweight champ

Still belt holders nonetheless, all those fighters mentioned were champion at the time Pacquiao faced them. You can't fault a fighter for picking easy opponents who are belt holders. Remember this famous slogan, "fight smarter, not harder". Does this only applies to certain fighters?

Jeff Horn WBO Inter-Continental welterweight champ - 2017 (Who should have Pacquiao fought)?

Lucas Matthysse WBA (Regular) welterweight champ - 2018 (Who should have Pacquiao fought)?

                    buncha cherries

Kell Errol Shawn Garcia were the SUPERIOR welters

manny stayed with bop for as long as possible for that weak welter roster

Kell Brook was the IBF welterweight champ in 2016, you are mad at Pacquiao for going for the WBO welterweight title instead? Kell Brook also moved up to middleweight in 2017-2018.

Errol Spence was the IBF welterweight champ in 2016-2019, you are mad at Pacquiao for going for the WBO/WBA title instead?

Danny Garcia wasn't a title holder for the most part in 2017-2018. (Bob Arum/TR did offer Team Garcia a fight, they priced themselves out of it).

According to Fight Hub’s Marcos Villegas, Top Rank Promotions chief Bob Arum extended a 7-figure proposal to Garcia that amounted from $3 million to $4 million to face Pacquiao. However, his father and trainer Angel Garcia was the one who received the offer and opted to turn it down.

Danny Garcia fought Robert Guerrero in 2016 $1.5 million.

Danny Gracia fought Keith Thurman in 2017 for $2 million.
