Manny was more successful over a longer period of time. Duran's last significant win was at age 37 against Barkley, winning the MW title. Manny at 37 beat Bradley and Vargas. At 39 Matthysse, at 40 Broner and Thurman, at 46 a draw with Barrios. Champion in 8 weight classes vs. 4 for Duran. Duran's single greatest win was a prime Leonard at 147. Manny's single greatest win is arguable...Barrera, Morales, Cotto, Thurman? Leonard is obviously greater than all of them so Duran would have the edge for single greatest win. Manny defeated 22 world champions and 7 HOFers, Duran defeated Manny would have the edge in just about every other aspect.
Duran best wins:
Buchanan
De Jesus x2
Palomino
Leonard
Cuevas
Moore
Barkley
Pacquiao best wins:
Barrera x2
Marquez x2
Morales x2
Larios
Hatton
Cotto
Clottey
Margarito
Bradley x2
Rios
Vargas
Matthysse
Broner
Thurman
Oscar was past prime but was also the favorite to win.
First draw with Marquez was scored incorrectly and should be a win for Manny. First fight with Bradley a blatant robbery on the scorecard. Horn loss also a robbery.
Duran claimed to have injured his hand around the 5th round in his fight with Hagler. Could that have made the difference in a very close fight? He was arguably robbed in the first Camacho and Pazienza fights.
With all of these stats what does that mean? In a head to head fight it's close and competitive. Much lesser fighters than Manny took Duran the distance at LW. Duran had one big win at welter and struggled to make the weight after the Leonard rematch. Too close to call IMO.

Barrera x2 (prototypical Pac opp. Slow and not so difficult to hit)
Marquez x2 (see Barrera)
Morales x2 (questionable W's. I can't believe Pac needed 4 fights with him)
Larios (who ?)
Hatton (....and ?)
Cotto (lite)
Clottey (....and ?)
Margarito (shot AF)
Bradley x2 (meh. Ruslan nearly killed him)
Rios (so)
Vargas (so)
Matthysse (so)
Broner (you gotta be kidding)
Thurman (that flash KD saved him)
Oscar was beyond shot
The bold, doe!!!!!!
Duran eats them up
No need for judges

Margarito, Broner, Matthysee, Rios, Vargas I’d remove from Pacquaio’s list.
and it worked
those two easy years limited the punishment allowing manny to prolong his career
ultimately achieving longevity
