Its gotta be Duran, he has more definitive victories and faced absolute MONSTERS.
Additionally, he clears prime Pac in a head to head matchup.
Both are Top 12 ATGs, Duran being in the Top 7

aside from leonard, who did duran really beat? esteban de jesus (who beat duran the first time, should we call him an ATG, i don't even think he's in the hall of fame), carlos palomino, pipino cuevas, iran barkley? i would rate pacquiao higher on the 8 division accomplishment alone. i'm not sure 135 duran beats 135 pacquiao

Not saying his legacy is that much greater than Pacquiao who went from 108 to 154 actually besting more legends and prime former world champions, but Duran also has wins over championship level fighters like Saoul Mamby, Guts Ishimatsu, Vilomar Fernandez, Esteban De Jesus X2, Ken Buchanan, Pipino Cuevas, Carlos Palomino, Davey Moore, Jorge Castro, Iran Barkley and Sugar Ray Leonard. He beat Davey Moore in his at Jr Middlweight, after starting his career as a Bantamweight, as a big underdog to win that belt.
And then of course he beat an undefeated Sugar Ray Leonard.
So to ask “who did he beat” is just a very wild thing to ask.

Clottey lost split decision to cotton but lost 12 rounds to pac? I don't think Duran was ever as dominant as pac was
