There could be a plethora of reasons why he didn’t want to do the random drug testing protocol at the time. That isn’t evidence that he used PEDs nor is it an admission of guilt.

Pacquiao ducked Mayweather because he didn't want stringent drug testing, at different points claiming he was afraid of needles and that having his blood drawn so close to the fight would weaken him. That's the reason we had to wait until 2015 to see the fight... because Pac didn't want to take a drug test. That's an admission of guilt.

Pac is the guy whos never pulled out of a big fight and had no reason to pull out of this one. He was the main draw. Spencerina was the only one with a built in excuse to pull out therefore was the only one that could have been replaced by ugas.

It was a foregone conclusion he'd beat that guy, so he had a few southpaws in sparring in case he got the call to fight Spence or Pac and that's what happened.
