Used to be the case. Plenty of loopholes were used. Booze was imported in "diplomatic bags" and handed over as gifts to well connected locals. Many will have diplomatic immunity so they can get really depraved, sadistic even, without any fear of legal consequences. Plenty of dead hookers (female and male, as there's no shortage of closeted Saudi gays) that have been left in their wake.

This getting off topic a bit but many models/actresses have been forced into prostitution/slavery for royal family or connected people who hold their passports. The society is corrupt as hell.
