Who had the better career at Welterweight: Pacquiao or Crawford?

Let’s look at their wins and losses:

    Pac:
Wins: Oscar, Clottey, Mosley, Marquez, Bradley, Rios, Vargas, Matthyse, Broner, Thurman
Losses: Marquez, Bradley, Mayweather, Horn, Ugas

    Crawford:
Wins: Spence, Porter, Khan, Brook, Benavidez Jr, Avenesyan, Mean Machine, Horn
    Losses: None

Cotto and Algieri not included because they were catchweight fights.

Considering how they won and the circumstances of those fights, who had the more dominant wins at 147?

Easily Pacquiao. He participated in the highest grossing professional boxing match of all time.

      Cotto Lite (worst version )
Done La Hoya (worst version )
Life and Death (mostly death) vs JMM
      Desert Breeze (somewhat.,.....ok Ws)
      Almost Bumlevel
      Baby Margarito
      Lucas !!!
      Vargas (see Lucas)
Sometime is the only name really worth mentioning

      Spence eats them all up.

      The only answer is Bud.

I would love to have seen Spence vs Cotto at 147.

        The answer is Pacquiao.

Spence > the DLH Pac fought
Porter > the Cotto Pac fought
            Khan > Lucas
            Brook > Rios
            Horn > Broner
            Benny Jr > Clottey
            On and on

If a person was to remove the "rep" and deal with it logically............

              Pacquiao and its not close.
Cotto, Clottey, Bradley 2-3X, and Thurman were all TOP 5 WWs when he defeated them.
Thurman is comparable to Spence. Maybe Clottey to Porter.
The rest are B or C level type of fighters

Edit: I was in a hurry when i posted that. Adding more context to this.

DLH and JMM were both great wins as well but this is more of a Top P4P wins. Nothing to compare for Crawford really.

Pacquaio had Mosley, Mathysse and Broner, while Crawford had Khan and Brook. These fighters were at the top 5 of their divisions (WW or lower) during their primes but clearly not the best anymore when they met Pacquaio and Crawford.

Pacquaio other top 10 wins like Vargas is equivalent to Crawford win over Benavides Jr. and Kava

              Lower rated/level oppenents
Pacquaio had wins over Algeiri and Rios. (Also Horn)
Crawford had wins over Horn (Who got his rankings by the Pacquaio robbery). Horn achieved nothing after his fluke win against Pac.

Pacquaio losses in WW were against two ATGs Marquez and Floyd, and Ugas when Pac was 42 years old. All competitive fights. Horn and Bradley were both clear robberies.

Against past prime and lower rank fighters they are pretty similiar but Pacquaio had like 6-7 best wins (including Marquez and DLH) better than Crawford 2 best wins in WW.

Pac beat Floyd if you actually score on clean punches.

Pac s resume at WW is better than Floyd's too. If floyd had of fought bradley, spence, thurman, brook, khan,Bud, then floyd would be doing pretty good

Would the Brook that Bud fought beat the following (and Brook isn't even Bud's 4th best W at WW).....

                    Almost Bumlevel
                    Baby Margarito
                    Vargas
                    Lucas
                    Clottey
                    The DLH Pac fought
I'd even give Brook a good chance at beating the Cotto that Pac fought
                    Ditto Timmeh
