It doesn't matter if you pay a fine. It's still cheating. Many fighters plan to pay the fine to have the fight go ahead so they have an advantage. One fighter has completely drained to the weight while the other is strong as you like. That plays a big part in who wins and loses.

Put yourself in Haney's shoes. You've spent weeks/months in training camp. Do you want it all going to waste? You won't get paid. Then you'll have deranged idiots blaming the fighter who walked away. I've already explained why someone wouldn't want to walk away from a fight after an opponent has come in over weight. It isn't just Haney. It's anyone who finds themselves in the same situation. Justifying it just because they get a bit more money completely disregards the point of the one cheating in this manner.

For the record. Ryan has actually made public comment on doing it intentionally to get an advantage. He knew Haney wouldn't cancel the fight. He, and those who do likewise, bank on it. Ryan didn't want to face all the comments on social media if he lost. So he put things in motion to try and guarantee a win. It's called cheating.
