In addition to the transparency aspect, or lack thereof rather, the actual criteria of entering the hall needs to be re-examined. There's nothing wrong with not having a viable candidate or just a single one. Having three modern boxers make the Hall every year simply because they received the highest votes is where it gets watered down and soon every fighter who ever won a bogus alphabet soup title will take up residence in Canastota.
My vote is for Turki to introduce a rival HOF - it can be in Riyahd for all I care , but that would make a visit to Riyahd slightly more interesting. He can buy up all and any memorabilia to put in the Turki HOF and start with only having elite fighters in the boxers section/ and or multiple contestants/winners of the FOY.

My friend and I had this same exact conversation, where he could see Turki buying up the boxing HOF and moving to Saudi. He's actually been to the HOF whereas I haven't, (I just go to HOF fights which themselves tbh have gone from B level to C level) and he said going to the actual museum is a pretty short trip, you're there for two-ish hours then your done, you've seen everything. In comparison, an hour away is the baseball HOF and he said that place is much more fun and interactive with knowledgeable staff. Bottom line according to him is the boxing HOF is not a fun place to visit. Incidentally we had this conversation coming back from this years HOF fights.

I remember seeing Delfine Persoon fight Katie Taylor the first time and coming away fairly confident that she was the single worst boxer (male or female) I'd ever seen challenge for a world title. Girl had all the grace of a three-legged donkey. Funnily enough she probably deserved the nod in that fight as well, which further illustrates the embarrassing state of women's boxing as a whole.
And Jessica McCaskill still stands as quite possibly the worst world champion I've ever seen. I'm not sure she would even qualify as a club fighter in the men's game.

Persoon won a world title, made 9 successful defenses, beat 8 other fighters that won world titles, and got robbed against Katie Taylor. She's absolutely a HOF fighter.
Gabriels won a belt at 147, had two title reigns including a unified reign at 154 with 9 defenses, challenged Shields at 160, won unified titles at 175, and avenged her only other loss to Oxandia Castillo.
Hammer made 12 defenses at middleweight and unified before losing to Shields and won a belt at 168. She got a gift against HOFer Anne Sophie Mathis and that's unfortunate but she beat at least six other champions and only officially lost to Shields.
