That is not a surprise. A real surprise would have been if Boots accepted the fight with Teo. You can say what you like about Teo (and I do quite often) but he has balls. He will fight anyone and is always calling out high profile people (foolishly I believe) to fight. Teo is not scared. Boots on the other hand ... well his actions speak volumes, regardless of what he says.

Boots didn't want Crawford when he had a chance to be his mandatory, but suddenly feels like calling out for a fight at 147 when Crawford is about to go up to 154.
Boots was starting to feel difficult making weight 2t 147 and wanted all the smoke at 154 including Crawford, but when Ortiz offer came by he claims to still want an unification at 147 and try for undisputed.
Boots wanted unifications at 147 and offered 1.7mil to Norman Jr, but when Norman Jr answered he'd take it for 2.2 mil he refused to add on or take a paycut himself to meet the request.
And now Boots wants big fights but doesn't feel like accepting an offer from Teo coming up from the lower division.

Loma did not want to fight Haney who was his mandatory, so instead of stripping him they made him the "Franchise Champion" and made Haney the actual Champion so he could avoid facing Haney. He then fought Teo and lost his Franchise title, which was never recognised as a real title.
