He has never faced a real #1, berlanga was put there without any merit because Morrell jr, the regular Champ has been waiting for three years, and canelo never looked his way. Then berlanga is put there out of the blue and ginger fight him. The strongest candidates in terms of actually being threats are the same guys he's been ducking for years: Morrell, his WBA mandatory since January 2021, Benavidez, his WBC mandatory since May 2022, Bivol, who's been his daddy since May 2022, and Beterbiev, if he actually were "daring to be great". He's never defended the IBF belt (which is fine, because the IBF rankings are garbage). His mandatory defenses have been Yildirim (and don't ask how he got that position), and a variety of garbage WBO fights many of whom were coming up in weight.
