Or for some unknown reason he overrates himself so much that he's asking for more money than guys like Fulton/Tapales got for their belts, although he's got no belts.
You know what I mean, End of Year show lol

I read it as a dispute between Inoue's promoters (Ohashi/Top Rank) and Goodman's promoter (No Limit) for not reaching agreement, which in other words is equivalent to saying Goodman's team.

If Goodman himself really wanted the fight, he'll accept it regardless of the terms as long as it is within common sense, and not let promoter potentially deny you undisputed chance by bitching about money not being enough.

The article doesn't make one mention of No Limit or Goodman's team not accepting terms, but does specifically mention the two promoters who have an interest in Inoue - "Officials at Ohashi and Top Rank either were unavailable or declined comment". Insinuating that Goodman is attempting to ***** about money or dictate terms of the fight is pretty disingenuous.

The article said that the two sides couldn't reach an agreement, ie Inoue and Goodman, could not reach an agreement = Goodman didn't agree to whatever offer Inoue gave.

Ohashi and Top Rank are partners on the same side, as they co-promote Inoue and run cards together. Because it involves Inoue, there is a risk that are other unrelated promotors that could swipe in which ruin the plans so this is now a question of how much Ohashi/Top Rank is willing to drop on a fight where Goodman gets 25% of the purse. They probably didn't bother to ask or mention anything to No Limit because what matters in this case is the whereabouts of Inoue fighting, and Sam Goodman is a side character.

No Limit probably would bid the minimum they are willing to afford, knowing Goodman would end up with good money regardless of Ohashi/Top Rank/unrelated promotor winning the bid. Top Rank/Ohashi however cannot estimate, because other promotors can certainly ruin the Christmas plans.

No it doesn't - it says "an agreement could not be reached" in a paragraph immediately followed by "Japan’s Ohashi Promotions is the promoter of record for Inoue, 28-0 (25 KOs), although powerful American promoter Top Rank also has a major stake in the four-division and undisputed 122-pound champion."

The point remains that using this to suggest Sam Goodman's team isn't acting with propriety is incorrect.
