He's probably back because he ran out of money to sustain his lazy existence
Arum has no complete control over who Inoue fights. His promoters in Japan do.
It looks like the Japanese audience want to see Inoue dismantle Casimero.
So they decide, not me and you or any group of fans in the US. And it looks like it's happening next.

So the verdict of Japanese boxing fans is "don't bother, he doesn't deserve it" and it will not be happening next or next next or next next next.
Hell at this point Tapales or Doheny would all defeat Casimero, and ditto Goodman and MJ after Inoue defeats them.Comment

Well according to the japanese people they want the casimero-inoue fight because they know that casimero is a monster inside the ring knocking out everyone. I hope the fight happens to see who's the real monsterComment

I've yet to meet a fellow Japanese boxing fan who wants to see Inoue waste a precious match of his career on Casimero at this point.

Only the most devoted Casimero fanboys will praise a fighter who missed weight by two pounds and facing a generic contender pulled up from the division below and then gloat it. He officially cut off whatever sliver of chance he had on an Inoue fight that no one in Japan wants anymore.
By the way that "fight" was the final match of his current contract with Masayuki Ito, but judging from the furiousness he showed looks like Casimero is gonna have to go look for a new promoter.Comment

Given that he's missed the 122 weight now, might as well move to feather. If he can miraculously get a belt or at least become a mando there only then Inoue will give him a beating and payday.Comment

And I'm telling you flat out that Japanese boxing fans do not want Inoue to waste his precious time left with Casimero anymore, especially at 122 where he's got absolutely nothing to offer and not even ranked that high.
