There are two other dudes besides Loma with a belt at 135. There are four dudes with belts at 140.

So not being able to make the Lomachenko fight is not an excuse for cherry-picking Roach. You can't always make the best possible fights, but it doesn't mean any old guy is as good as the rest if the best is unavailable.
