MJ v Fulton didn't get made because Fulton is signed with PBC, and Haymon is notorious for avoiding cross promotion, especially with Matchroom. The only reason he fought Inoue is that Inoue in Japan is the cash cow of the lower weights, and they made many times their usual (3 mill compared to his previous biggest purse of 500K). But you have an agenda, so you don't understand the concept of promotional issues.

Among the casuals who only follow champions in Japan, the four guys mentioned are vaguely considered as:
Goodman - 25 years old, 19-0 undefeated. Don't know much about him except that he defeated Doheny so he must be better than Doheny. Made a loudmouth statement but then got scared and backed out.
MJ - 29 years old, 12-1 record former superbantam champion. Don't know much about him except that he defeated Iwasa (who already had lost to Doheny as a champion) but also lost to Tapales who Inoue already defeated with relative ease.
Doheny - 37 years old, 26-4 record former superbantam champion. Defeated Iwasa when he was a world champion and the guy best known as Inoue's sparring partner (llamido) recently. Lost to Sam Goodman who backed out of September despite the loudmouth.
Casimero - 35 years old, 33-4-1 former three division champion. Don't know much else but still talks a lot of shiz and with Nery gone is probably the next best heel character that people won't mind Inoue plucking if he's bored.
Doheny certainly has no cult following in Japan like Arum is spewing, but he actually is somewhat true when he says that MJ is a total no name who outside hardcores is only known as "the dude that lost to Tapales before Inoue defeated him"...triangle theory doesn't work in boxing but it does for casuals.
That being said, atleast one Japanese fan aka me would have loved to have MJ followed by Goodman ideally for September and December, and the best way for it was for WBA to have made the call for the "winner of Inoue-Nery" to fight MJ back then even before the fight. Instead MJ was zero crickets since December and seemed like he was uninterested the whole time while Goodman had his idiotic fallout, and hence the backup guy ala Doheny gets his lucky turn...and then WBA tries to intervene too effin late. I was hoping for a callout from MJ the whole time Goodman was rambling that never happened.
...That reminds me why was MJ NOT at Tokyo given that he was free as hell in May? He should've been the one onstage instead of Goodman to begin with.
