This is the first time I've heard of a fighter saying he weighed less on fight night then weigh in. Also you can't check the tale of the tape because it only lists his weigh in weight, not fight night.

Actually, I've just had a look at the video of the full fight, on a YouTube channel called "Boxing Modern Classics", and at the 1-minute mark, it does indeed display their respective weights on fight night. Usyk : 207 (Vs 199,5 at the weigh-in), Hunter 197,5 (Vs 198 the day before). So Hunter does have a point, although Usyk only rehydrated by a modest 7.5 pounds. But Hunter was lighter on fight night than at the weigh-in, a fact that did not go unnoticed by one commentator, who made his astonishement clear.

Interesting. Is yours from the HBO broadcast? I got mine from a Top Rank video. Now that I think about it, it was probably edited after the fight.
