Benavidez is mandatory that is the real number 1 contender . You are conflating mandatory with ranked #1. Mungia might as well have been ranked 10th. Benavidez is the wbc number 1 behind Canelo.

Scull shouldn't get this shot. If I was the IBF I would try to do a 4 fighter elimination for the mandatory shot. I would do Kevin Sadjo vs William Scull. Then Mbilli vs Shishkin. Winners fight each other for the mandatory shot.
