Why do you think it would sell? Ennis is headlining at places like Atlantic City's Boardwalk Convention Hall in front of 2500 seats. Has he even headlined a single PPV? Bud hasn't done anything to capitalize on his momentum, which may be down to Spence but still, and he's never been a big draw either. Bud v Avanesyan did only 55K, and he only did 135K v Porter. Successful PPV requires casual appeal. Look at how poorly Benavidez v Andrade did.

And Ennis hasn't done anything to get his name out there.

With the kind of money both guys want, it's a non-starter. It would lose money, which is why there's zero interest in that from any promoter.
