Paying a fortune to stage big events in casinos to bring in gamblers is hardly "culture".

Vegas is money. Saudi is money. Whoever pays the most money wins. Nothing to do with culture.

Vegas has been heavily involved with boxing for a long time, its strongly tied to boxings history. Vegas fights also have atmosphere. Vegas is also situated in the USA, a major boxing nation and sports market with tons of elite boxers today and historically.
