Catchweights happen over in the US all the time. PBC just continues the tradition. Some make sense. Mostly though it's just so cowards can load the table to gain all the advantages.

Pac didn't make oscar do anything. Oscar was the a side and was already scheduled to fight at 147 in a Floyd rematch. Margarito and pac fought for a vacant belt. Marg was not the champ. Khan wanted tbe catchweight as brook is the bigger fighter and has fought above 147 a lot more than khan. "And Khan said he asked for the financial penalty to be put in place after agreeing to the catchweight despite claiming to be the smaller man." Gatti was not a welterweight at that time and ward was not a lightweight. They were both fighting at 140. They simply fought at 142 because it was a non title fight so there was no real reason they had to make the weight.

Yes it wasn't Mannys fault he played the game and Oscar didn't realize after 10 yrs he was never going to make 147 healthy, cant blame Manny for Oscar being ******, now Cotto that was different because he never wanted a CW at all and didn't want his title on the line, Arum coerced him under the bus as he knew Cotto was leaving him soon so cashed him out while pumping up his goose that laid the golden egg, in all of it you cannot blame Manny its his matchmakers that created the fights he just did what he had to do kill the wounded ducks which he did.
