That is called hitting on the side of the head, the ear, behind the ear. That is normal boxing. Smith has a five inch reach advantage on Biev. His shots were landing in the same place. Biev was blocking them and moving.

You are essentially saying that Biev should not throw hooks? All fighters loop punches. A rabbit punch is on the back of the neck or the actual back of the skull. His hooks are landing on the side of the head. And when his opponents bend at the wait or duck trying to get away, Biev should stop throwing punches?

The only argument you'd have is if Smith or another Biev opponent turned around facing away from Biev, and Biev threw a shot at the back of the head or neck. That would be dirty.

The ref called Smith for low shots. He didn't call Biev for any fouls or warn him, because Biev wasn't throwing dirty shots.

I mean apparently we need to create a rule for Artur that he is just too strong and can only throw jabs and straight shots. LOL.
