He is elite fighter and he beats everybody at 135. he will prove that when he gets a chance.

Just as I knew Bivol was elite even before fighting Canelo.

        He's beaten good fighters

Not his fault that Haney won't go near him.

Navarrete has been behind on the scorecards, only beating Ruben Villa with a close decision despite two knockdowns, and being behind on the cards against Baez and probably Wilson also. Shakur rarely loses more than a couple rounds, and has completely shut his opponents out on many occasions. It's possible that Navarrete has lost more rounds in one or two fights than Shakur has in his entire career. I think Shakur may have only lost around 6 rounds in his entire career if memory serves.

Navarrete is still well acclaimed, but there's a reason he's not viewed the same way as Shakur, despite having more power.
Navarrete was massively helped out by the ref in that Wilson fight. The ref was giving him plenty of time to recover when was spitting his mouth piece out.

He was done. If the ref did a proper job, Wilson would have cleaned him out. He was wobbling all over while the ref was delaying the restart. I've seen fighters waved off when they couldn't stand still like that.
