The excuse is that if he beats Bivol at 168,he won't get his full credit,because people will claim bivol was "drained". This is nonsensical for 2 simple reasons.
1. Bivol is the one calling for the fight at that weight. He already beat Canelo at 175,and now wishes to challenge himself and win all the belts at 168. He isn't a big light heavyweight,and has the same dimensions as Charlo,so if he thinks that he can make the weight,let him have the fight. He already beat Canelo,so he has the best claim at the moment.
2. Canelo doesn't give 2 flying figs about what people think of him. He just dragged a dude up 2 weight classes,and he didn't care what people thought,or if they would give him his credit. Didn't care when it came to Khan either,or all the other catch weights. He does what he wants,when he wants and how he wants. His fans and casuals will defend him no matter what. Case in point,his fans treating him like the second coming of Jesus after beating a dude coming up 2 weight classes,after a long layoff.
