If he's forced to do something, he tries to get out of it.
if he doesn't have to do something, then he'll pick the absolute lowest risk option (list them... Schwarz, Wallin, Chisora).
But once, or twice. Every single time.
For him to fight Usyk or Joshua would be massively out of character. Why take the risk when there are plenty of tomato cans or non-boxers out there who will jump at the chance to make big money against Fury.

Fury is playing all of us. He's a fighter from a family of fighters. I believe he's not worried about the risk at all. Everyone expects him to fight Usyk, because he beat Joshua and has all of the belts, so Fury insults him publicly and calls him out. They negotiate, but the fight doesn't materialize. He also tickled our fancy by saying how big a fight between him and Joshua would be, as they are both big British names. Then those negotiations fizzle. So now, he's fighting a retired MMA fighter with a big punch, but zero pro boxing matches. Now, the fans are good and pissed. "Asshole, pussy, fake champion!", we scream. Then if as you say, his next fight is against Usyk, we'll line up and pay him the biggest purse of his career for the undisputed HW championship of the world. This guy's a fucking genius!
