"If Usyk is a good little boy, he might be an option but if he isn't, he will just be another foreign middleweight that stays out in the cold,"
If he is a good little boy and takes a small percentage of the superstar's money then he will get a fight.

You dont talk like this about someone you actually want to fight.

Fury you won`t fight Usyk, so it doesn`t matter how much Usyk wants.

          100%

Consider as well that the fighter in question is the titlist in 3 of the 4 organisations.

          And Fury's main challenger (arguably).

Fury is training for his upcoming "Schitt show" with lots of ice cream, hotdogs, pizza and blow up his nose. He looks like he close to losing his mind completely, too.

So far, the only offer has been from team Fury to Usyk which he rejected based on rematch percentage and 1m to Ukraine. Fury offered him a slightly better deal to what he got in his previous match against AJ. Perhaps this time team Usyk should offer Fury the match with something similar or slightly higher than what he is getting against Ngannou.

What happened to the Saudi take-it-or-leave-it offer that was "soon" to be made? It seems they never came up with the offer and are even struggling to get it done with AJ-Wilder which has been in negotiation for almost a year now.
