It all depends on what Joshua and his team want out of the remainder of his career. If they want a quick cash out, then take the Wilder fight, and or negotiate the Fury fight.
If he wants to make a serious run at the title again, then I think he needs to essentially start over. Take on much lower ranked fighters for much shorter money. Fight 6 times a year over the next two years on free tv. Work on a specific skill set designed to beat Fury. Rack up a few spectacular KOs along the way against realitively low-risk opposition. Build a mystique again. Build a working man's brand. Then challenge Fury in 2026.
It all depends on the goals. I wouldn't blame him for taking option A. Boxing is a brutal sport, and just as treacherous of a business. If he wants to get out, I can understand.
But the sportsman in me would love to a him take option B.

Times up. AJ had his day. He's one or two fights from gatekeeper status. Eddy plans to fight AJ into old age, like Chisora. AJ is in decline, his stamina is questionable, his chin is crystal, nobody is intimidated, even Hergo will sue for his shot. I know, but Wilder this and Wilder that. Wilder's not fighting his sparring partners out of confidence.

Canelo had his own DAZN deal, GGG had his own DAZN deal, did that mean Eddie Hearn was controlling them?

The days of Anthony Joshua being the tail that wags the dog are gone forever.
Sign the Wilder Fight and cash out.
What we know now that we didn't know back when A.J. was busting em' up is that his very best work against Dillian Whyte, Charles Martin, Dominic Breazeale, Eric Molina, Carlos Takam, Joseph Parker, Alexander Povetkin, Kubrat Pulev are wins that ALL KINDS of heavyweights can get.
The value of his work has aged poorly.

Fury, Wilder, Joshua, Usyk and Ruiz are all guilty of being too inactive. They are share that.
They are squandering their brief and precious earning years, those 5.
