That is not a low blow. Usyk was bent over and his belt line was at the navel, not below. It doesn't matter where the belt line is, what matters is where the punch landed. The beltline moves as a fighter goes up, down, bends, etc.
The best known recent example would be Ward hit Kov literally in the crotch. Kov was bent over and his belt line was at the navel. Had Ward landed on the beltline, it was a legal shot. He landed on the crotch/cup area. That is a low blow. And if Usyk had been upright and the beltline below the navel, clearcut low blow. But the punch Dubois landed was not a low blown if landed in 99% of other fights, it is a body shot.
