As far as Welters go, no, no he cannot. He hasnt been in there with enough WWs. At this point, even if he takes all of the big fights, he wont go very far in WW Greatness.
He is, however, already an ATG, and if he takes the right fights he could climb pretty high on that ladder.

PBF is a jack of all trades. But master of none.

NO. N and then O. Greatest super featherweights? Sure. Among the greatest lightweights? Sure.

Perhaps Floyd could be a great, but he will have to do a heck of a lot more than he has done thus far to earn it.

maybe if he actualy fights the likes of Cotto, SSM at WW before he retires he could be regarded as top 10 WW

If PBf wants to be remembered for being a great WW. He needs to campaign at that weight for the remainder of his career. Beat the Cottos, and SSM first of all, then take on some newcomers and up coming fighters. And before he retires for good he can make himself one last challenge.

Step up to middleweight possibly, for a one off fight, and then call it a day. So maybe 4 or fights left for him i would say to acheive all he can.

I think Floyd is capable of beating the best SFWs, LWs, Jr WWs ever, WW and Jr MW not so much. To answer the TS's question, I don't think so. Who can rise Mayweather to that level, especially in this era? No one.

No, he hasn't ever fought a great Welterweight.

If he beats Mosley, Cotto and another top welterweight (Berto, Clottey etc)

then he can be considered a great Welterweight but not one of the greatest.

True he has to at least beat a great welterweight. And there may only be one or two of those. So he must beat Cotto, and Margarito at least i would think.
But then that would only qualify him for being a great welterweight, but the greatest is a bit far for him this late in his career.
