Here's a suggestion

Beterbiev drops the WBC belt and becomes champion emeritus.

He can then fight for the WBC title in his next fight after a Bivol unification fight.

He is protecting canelo, his main goal. Bivol wants canelo's 168 ibs titles as he has already beaten him at 175 ibs and it did nothing for him. Beating him again at 175 ibs is irrelevant. Beterbiev unification and russian war is used as a scapegoat so that bivol shuts up about facing canelo and beating him again by taking all of his belts which would really hurt canelo.
