The reason given for the refusal wasn't that there was anything illegal or unusual with the request for Toradol. It was only that proper notice wasn't given to the Usada. Even though the Nevada State Athletic Commission had been notified.
Floyd's IV on the other hand, was both illegal and unusual.

Mayweather was very well known to always want to have an advantage to his opponent before the fight and he personally hired and paid USADA handsomely to all of his DRUG TESTING to make all of that possible. Handicap his opponent for not approving the legal treatment for injured shoulder and at the same time giving him a pass to used an illegal IV. Brilliant move!!!!!!Comment

Toradol is legal, but its very controversial and they want it banned, how long Manny been using it, Arum said since the ODH fight. He could have had cortisol before Floyd fight but he didn't want that he wanted specifically Toradol , why would that be considering NFL guys state they feel like superman and run through walls, why was Manny so desperate to use it lol.
