Ugas was fresh off soundly beating Pacquiao. Who Crawford himself said was "The Man".
Crawford said he was #1 because he "Beat The Man That Beat The Man".
NSB said he didn't, because Horn robbed Manny.
Ugas straight up dominated Pacquiao. Spence stopped Ugas.
SO...if you "Beat The Man That Beat The Man" to become #1, but Horn apparently didn't beat "The Man", that means Spence MUST be #1 by Crawford's own criteria, since Ugas did beat "The Man".

I don't know. Was Boots available? Did Boots want to fight Crawford? Was Boots locked into a PBC contract to fight in January? Could BLK Prime afford to pay Boots and keep the $10 million guarantee for Crawford?
The only thing I know is that Crawford wanted to fight in 2022, the fight with Spence wasn't going to happen in 2022, they were not giving him a guarantee, they were not being transparent and Crawford offered Spence $25 million plus 20% backend to fight in 2022.
Crawford fought in 2022 and the offer is still available for Spence to fight when they actually planned to fight (in 2023). Spence even had to cancel his interim fight with Thurman because he got into another car accident (almost like a sign to stop f#&$king around). Spence's team won't take it because they will lose all the leverage they HOPED they'd have fighting Mikey Garcia and collecting the other 3 belts.
When all along, they could have just fought Crawford for legacy. But Spence might have been beaten badly. Hence the stalling and the games...

I’m not sure why you keep bringing Spence into this. I’ve already told you that I agree with you. In fact, I’m going to go ahead and say Spence is useless, overrated, pathetic and a lying slime ball. Hopefully you don’t bring him up again.
Let’s stick with Boots. If you are truly a boxing fan who follows the sport then you would know that Boots already said he wanted Crawford. Boots also questioned the logic of choosing Avanesyan who is ranked well below Boots and unknown.
Boots said he would have accepted the same money given to Avanesyan.
Lastly, Boots was available. He has said in multiple interviews that he was going to wait on the winner of Crawford-Spence because he understands the magnitude of that fight. It’s the reason he did not petition the sanctioning bodies to force the two guys to fight him.
Please Spence out of this. It seems you are desperately trying to justify or defend the actions of Crawford.
