So can Pacquiao in all honesty. I think it will come down to the PPV numbers between Mayweather-Marquez vs Cotto-Pacquiao. The winner of that has the advantage in the negotiations. Not to mention that Pacquiao will be the WBO (or WBA, not sure) and WBC diamond champion if he beats Cotto.
