Others have chimed in that Garcia has fought at 135 his whole career.
Some facts:
Garcia is a young fighter.
Fighters naturally increase in weight as they age.His two most recent fights have been at 140lbs and he has not fought at 135lbs since January 2021, when he was 22.
I think it's fair to say, therefore, that he has legitimately move up to 140lbs.
I also think it's fair to say that Tank cotinues to operate at 135lbs and it is unrealistic to expect him to move up, even though he has operated at 140lbs once before.
One of them will have to concede something if they want they fight.
If you cant make 135, call out legitimate 140lb fighters. Don’t call out LW’s and tell them to move up.
Teo is a big name and at 140. Why not call him out to make that fight? Ramirez? Zapeda?

Ryan made a mistake coming back at 138 and having his last fight at 140. The last time he made 135 was over a year ago against Luke Campbell. Tank's team knows making 135 will be a struggle for Ryan, and technically Tank is a 135 fighter even though he has successfully fought at 140.
I call this... not a duck (from either guy). These guys are effectively fighting in different divisions and can't reasonably be expected to fight each other.

Ok brainiac let’s break down the word pudgy in your contexts of the usage applied to those fighters you mentioned. Replace the word “pudgy” with “OLD”.
PRIME fighting weight of Mayweather was 130. PRIME Oscar was 135. PRIME Hopkins was 160. PRIME Pac was 135ish.
