Yes, it's called facing your mandatory challengers.
If you pay attention, he always talks about unifying. "I want the belts, it does not matter". He has never called out Canelo because it's pointless to KO a smaller guy and get zero credit.
The problem is that Bivol is hanging around for a Canelo payday and Joe Smith Jr ran the other way when he could have unified against Beterbiev last September.
Now, genuinely, Joe Smith could get ****** out against Callum Smith in January so we'll be even further away from a unification fight.
And Bivol has a mandatory against Ramirez.
