He was always going to give up 40-50lbs so why not be lighter & more elusive? At the lighter weight he had no issue going 12 rounds in the first fight with both Fury & Stiverne.
He wasn't gassed because the weight he was gassed because the punches. He will never be able to drop down to 212 again and even if he did he wouldn't be quicker he'd be the same Wilder might even lose earlier. He threw more punches early ran out of gas then proceeded to do what he could which even on his best night which was tonight couldn't secure a victory.

Wilder needs to take time out after that He will be the natural opponent for the 2022 undisputed champ assuming winner of Whyte/Fury and AJ/Usyk fight. And really, are there other good money fights for him.

did he not watch the second fight back?

Fury even told you what his plan was
I think he's been told to avoid the excuses and accusations as his reputation is already in tatters. This is his poor attempt at gracious in defeat. He's a fight too late for that.

I'm not a fan of either, but well done to both fighters. I hope both go on from here seeking the best fights to produce more great entertainment for the fans, and don't look to the cherry picking they have been guilty of in The past . The division needs these two, to be keeping the division exciting for sure. Well done to both.
