I cannot say with 100% certainty that Pacquiao never used PEDs in his career, but that goes for any athlete in any sport nowadays.

The reasons why people think he was on PED's were ridiculous though.

Having a big head: the dude just has a naturally bigass head

Refusing a drug test: he didn't refuse any commission-ordered test, he just refused floyd's test.

Being scared of needles despite having tattoos: not as silly as it sounds. My uncle has 2 full sleeves but will faint at the sight of a syringe or blood.

Climbing up more than half of all the division and winning world titles in most of them: dude started his career as a malnourished teenager. It is still an amazing feat but not as impossible as some people claim it to be.

The reason people thought he was on peds was when he started ducking dodging and manipulating the protocol for random blood and urine testing to walk away from the biggest fight in history was a giant red flag, to do what he did is very su****ious, nobody else in history would walk over it in the biggest money fight ever, even years earlier when Tyson demanded Holyfield have extra testing, Evander like a boss said sure thing Mike only the results are not to be known until after the fight, if Evander had of dodged it and tried to change the protocol to warn him when they are coming and a cut of date, sheeese Evander would have been keelhauled if had done it like Manny did.

Floyd demanded the same as Tyson did of Holyfield.

Manny should have agreed as Floyd did to 50/50 split and Mannys 10mill weight forfeit, i guess that was Mannys special rules but that's ok lol.

In hindsight knowing the many reasons he didn't want testing were ALL total BS and that he had the likes of Rios take the very same tests make it all the more su****ious to him being clean at the time.

Your schoolyard pride reasoning is BS in the high-stakes world of pro fighting where we are talking 100s of Millions of dollars, you need to open your eyes and learn how to add all the things up on an accurate timeline.
