Champion or not fights take place where it makes the most $ense! Simple as that. Its called prize fighting. As a champion you want to maximize your compensation.

Any big name fight for Tszyu will have to be in Australia because the big money can be raised for him if he fights in Australia. If his potential opponents can get big money and a more comfortable environment elsewhere then Tim may miss out which will require a rethink for him on where he fights and for how much. I still haven't seen anything to suggest Tim is ready for these kind of fights.
As an Australian (well, naturalized), I'd love him to be the real deal, but I suspect he'll trade that name, fight a few more C grade types and then take a losing shot at a title for decent money.
Then he can finish off with a trilogy against Mundine on Aussie PPV.
