Charlo at 160. Haney at 135.

How you rate them is a different question. There have plenty of undeserving champions, but they were still champions.

If you vacate a belt it doesn't matter why or what you replaced it with. You vacate the belt, you're not the champion anymore.

Who were the champions Golovkin beat in the ring to gain his titles? Was it only David Lemieux?

You are right Loma didn’t want to fight him and vacated. But when a title is vacated the number 1 and number 2 guy are supposed to fight for it. If the number 2 isn’t available they go down the rankings. Haney was number 1 at the time but they dude he fought for the vacant title wasn’t even in the top 20 and as of today isn’t even top 30. So in effect they did gift Haney the vacated title and shortly thereafter was emailed the notice he was elevated to full champion status.

If Haney had integrity he wouldn’t have accepted the opponent he fought against for the title but dude wanted to be considered a champion and didn’t care that he was fighting a bum for the title.
Haney didn't fight for that title, he was elevated after Top Rank and Lomachenko petitioned for Franchise title. Haney only had an interim title after beating Zaur Abdullaev and he should have gotten the mandatory shot he earned. By the time he had his next fight on a youtuber undercard he had the full WBC title. The WBC played politics from the begining when they allowed Lomachenko, a unified champion at the time, to fight Luke Campbell for a vacant title. But really Haney and Campbell should have fought for the vacant title after Mikey Garcia vacated. That's was what was expected anyway.

This isn't something new in boxing. I remember Dmitry Bivol was a hot prospect but after Andre Ward retired out of nowhere Bivol had the WBA title and was knocking out some nobody in Monte Carlo.
