Not really. It was an agreement between Fury and Wilder that either fighter (loser of the fight) can ask for a trilogy.
They agreed on a 2-fight deal. The contract stated that either fighter could trigger a trilogy. The contract also stated that if the loser of the rematch triggered a trilogy, they would get 40%, winner gets 60%. Given how successful the rematch was, 1.2million buys, the trilogy should be around that ballpark. So Fury will get 60% of probably a large pie.
I know for Fury v Joshua there was talk of a supposed $100million each, which is more than what he would earn vs Wilder, but I doubt Fury is angry at fighting Wilder a third time for 60% of the revenue.

I don't think Wilder can become Ring champion , I believe it would go vacant as Joshua is no 2 and he's not refusing to fight Fury. They can award it to Wilder as No 3 if he beats Fury but it's very debatable .. go lookup their rules.
If Wilder had beaten Fury in the second fight he would have been Ring champion no debate as he was No2 at one point.
The rules only apply if there is a vacancy. It looks like if you beat the RING champion, you become the champion.

The first fight was closely contested and should have been ruled a knock out. In the second fight, there is credible evidence to suggest that Fury cheated, which explains why he was hellbent on avoiding the contractually-agreed third fight for an entire year.
Just like he SUCCESSFULLY did after the Klitschko fight, when he tested positive for nandrolone.
