Saunders signed up for VADA testing and failed VADA testing. Guess what? If he took the same substance now he would fail again. It's banned in and out of competition under VADA rules. I'll tell you how it works. If VADA detect oxylofrine in a boxer's sample outside of competition, the finding is reported to the relevant authorities and they decide whether or not that fighter has broken the rules on banned substances.

Because he couldn't be banned in the US, when he didn't have a US license. He was refused one because of his failed test though.

The MSAC could have granted him a licence to fight in Boston if they'd wanted to, but they decided not to. And that decision meant their home boy Andrade got a shot at a vacant title against a journeyman stand in instead of having to fight BJS for it.Comment

He wasn't banned by anybody, anywhere, because he didn't breach any WADA rules. WBO don't have the power to ban boxers from competing. How can a so called boxing fan not know that? They suspended BJS from their rankings for 6 months for failing to adhere to the terms of his contract in a mandatory defence.
