Williams could have stipulated in the negotiations that international (non-German, non-Eastern European, non-USA) referee and judges be used. Neutral refs and judges should be mandatory in title fights in any case, IMO - I don't understand why they aren't. But regardless of that they can and should be stipulated in the negotiations. The way that American fans criticise some European fighters for being unwilling to travel but give American boxers a free pass for never travelling outside the US is ridiculous double standards. Boxing is far bigger in Germany nowadays than in the US, regularly getting well over 10 million TV viewers per fight, so Williams could earn a lot more if the fight was in Germany; and there is no reason why a neutral referee and neutral judges can't be stipulated in the contracts.
