According to Regulation 23 established by the WBO:
"In all World Championship contests, the WBO President shall endeavor to appoint neutral officials, that is, officials who are not of the same nationality of place of residence or origin of the Champion or the Challenger(s), or of their respective agents. USA residents shall be considered neutral if they are residents of different states or commonwealths as the contenders. When the contenders are of the same nationality, the officials that are also of the same nationality, residence or origin of the contenders, shall be considered neutral for the purposes of these Regulations."
So much for rules and regulations meaning anything as the ref, Quinones Falu, is a Puerto Rican.
